Anthropic told the Senate Banking Committee that Alibaba ran roughly 25,000 fraudulent accounts from April 22 to June 5, 2026, pulling 28.8 million unauthorized Claude API exchanges to train its own models on Claude's outputs. Anthropic says it detected and terminated the accounts; the harvested dataset is estimated at several billion training tokens. If a rival can rebuild a frontier model from 28.8M queries, every API you expose is a training set. Distillation just became a board-level term-of-service fight.
